DEPARTMENTAL TESTS NOVEMBER 2013 SESSION

The Andhra Pradesh Public Service Commission will conduct the Departmental Tests Examinations (Objective Type) vide Go.Ms.No.602 GA (Ser-C) Department, Dt:01/11/2011 and few Tests are written examinations as mentioned under Para 5 (h) at (22) District Head Quarters (except Ranga Reddy District which is clubbed with Hyderabad District) for November, 2013 Session from 12/12/2013 to 17/12/2013 as per the Time-Table shown in accordance with the terms and conditions as laid down in Departmental Tests Rules, 1965 and as amended from time to time.
2. The Commission is inviting the Departmental Tests applications from the candidates for November, 2013 Session Examinations through ON-LINE only on payment of Rs.50/- for each Test.

Payment of Fee: from 19/08/2013 to 25/09/2013
Online Apply: from 19/08/2013 to 30/09/2013

REMITTANCE OF FEE (PAYMENT OF FEE):

(i) a) THE FEE PAYABLE FOR EACH PAPER mentioned in the Time-Table of this notification SHALL BE Rs. 50/- (RUPEES FIFTY ONLY). However, no fee is prescribed for the Tests in Gujarathi and Marwari Languages.
b) The applicant should pay Rs.50/- towards application fee for each Test, for each test and examination fee @ Rs.50/- for each paper payable to the Secretary, A.P. Public Service Commission, Hyderabad through Challan in any branch of State Bank of India / A.P. ON-LINE Centre between from 19/08/2013 to 30/09/2013(from 19/08/2013 to 25/09/2013 for payment of fees) After submission of the details in the Online Form, the Challan will be generated in Downloadable/Printable PDF (Portable Document Format). Candidates are required to take printout of the challan. Through Challan Form candidates are required to pay the amount as indicated in the Challan in any branch of State Bank of India / A.P. ON-LINE Centre. The fee once remitted shall under no circumstances be refunded or adjusted. Failure to pay the examination fee, application fee will entail total rejection of application. (Government removed all fee exemptions vide G.O.Ms.No. 360, General Administration (Services-C) Department, dated: 16/08/2002). The list of Branches of State Bank of India / A.P. ii) IPOs / Demand Drafts are not accepted.

HOW TO PAY FEE AND FILL APPLICATION FORM

I Step: - The Candidate has to logon to the WEBSITE (www.apspsc.gov.in) and enter His/her necessary details like Name, Father’s Name, Date of Birth, and papers to be applied
II Step:-Immediately on entering the above details the Applicant will get Challan Form to pay the Fee at State Bank of India /AP Online centers.
III Step: -The Applicant should pay the prescribed Fee in any one of the State Bank of India /A.P. Online centers and obtain Fee paid challan with Journal Number in the first instance.
IV Step:-On the next working day after payment of Fee the Applicant should again visit WEBSITE and enter the Journal Number details to get the format of Application. The applicant has to invariably fill all the columns in the Application and should submit ON-LINE.
V Step: - Those candidates who need assistance of Scribe are requested to apply for the same directly to the Commission on or before 21/10/2013. They should mention the Application ID Number and enclose Copy of the Medical Certificate along with a representation.
VI Step: - The duration of all tests shall be two (2) hours duration (except few tests)
VII Step: - Candidates who are writing written examination in objective Type are advised to hand over the original OMR sheet to the invigilator and can take carbonless OMR sheet copy along with them.
Last date for payment of Fee at AP Online/SBI is 25/09/2013.
Last date and Time for submission of Application is 30/09/2013 -5.00 P.M

About:

Employees who are recruited on or after 01.09.2004 are comes under the New Contributory Pension Scheme.

- For this, these employees have to deduct 10% of their Basic Pay+ D.A towards their CPS contribution and Government will add the same amount to their accounts.

- 90 % of D.A arrears of these employees will be credited to the C S S (Compulsory Savings Scheme) and the remaining 10 % will be credited to CPS Account.

-Now our State Government has entered into an agreement with N S D L (National Security Depositories Limited), Bombay to maintain PRAN accounts as Central Record Keeping Agency ( C R A). Now, all the employees who are coming under the C P S purview have to apply for P R A N (Permanent Retirement Account Number) allotted & maintained by N S D L, Bombay.

- For this, N S D L has appointed 1) KARVY Consultants 2) Alankrit 3) Integrated Services as Facilitation Centers, and these Facilitation Centers are available in two cities in Andhra Pradesh. 1. at Hyderabad and 2. at Visakhapatnam.

Know about New Pension System Trust by PFRDA

In pursuant to the advice of the Central Government vide letter D.O. No 5(75)/2006-ECB & PR dated 24th April 2007; The NPS Trust was established by PFRDA on 27th February, 2008 with the execution of the NPS Trust Deed and the Board of Trustees of NPS Trust was formed with three members to begin with. Subsequently three more Members were included in the Board. The term of the Trustees is for two years. Sh. N.R.Rayalu was also appointed CEO also of the NPS Trust on his retirement as Dy CAG, Government of India w.e.f 12th June 2008

At present the Board of NPS Trust, reconstituted on 26th March 2010 is as under:-

The NPS trust has been set up and constituted for taking care of the assets and funds under the NPS in the interest of the beneficiaries (subscribers). In fulfillment of its objectives, as broadly mentioned in the Deed, the NPS Trust supervises the Pension Fund Managers and interacts with other intermediaries like Trustee Bank (Bank of India), Central Record Agency (NSDL), Stock Holding Corporation of India Ltd, etc. The Trust is empowered to enter into agreements with other intermediaries and operating agencies to discharge its obligations.

As part of its obligations, the NPS Trust ensures that:-

the PF(s) has been diligent in empanelling the brokers, in monitoring securities transactions with brokers and avoiding undue concentration of business with any broker;

the PF(s) has not given any undue or unfair advantage to any associates or dealt with any of the associates of the Pension Fund in any manner detrimental to interest of the beneficiaries

the PF(s) has been managing the Fund Schemes independently of other activities and has taken adequate steps to ensure that the interests of the beneficiaries are not compromised;

all the activities and the transactions of the PF(s) are in accordance with the provisions of the PFRDA guidelines/directions.

A memorandum of Understanding was signed between PFRDA and the NPS Trust highlighting the rights and obligations of both the parties on 1st July 2009.

To begin with the NPS was operational for the Central Govt Employees (except defense forces) joining the service on after 1.1.2004. Subsequently the State Governments have also started joining the NPS. Three Fund managers as mentioned below were appointed to manage the Funds of the Government employees with effect from 1.1.2008.

The NPS was opened up for all citizens of India with effect from 1stMay 2009. PFRDA appointed six Pension Fund Managers to manage the funds of the new subscribers.

Agreements with all the Pension Fund Managers have been signed. Agreement has also been signed with the Stock Holding Corporation of India who acts as custodian of investment Instruments. So far thirteen State Governments /UT have joined the NPS by signing the agreement with the NPS Trust. More State Governments have shown their inclination to join the NPS Architecture.

A quarterly review of the Pension Fund managers is carried out by the NPS Trust to review and evaluate the performance of the Fund Managers and make suggestions for improvement.

GROUP I EXAM CANCELLATION ISSUE IN COURT

హైదరాబాద్, ఏప్రిల్ 11: గ్రూప్-1 పరీక్షను రద్దు చేసి, తిరిగి పకడ్బందీగా నిర్వహించడమే అంతిమ పరిష్కారమని తెలుగుమీడియం అభ్యర్థుల తరఫు న్యాయవాదులు స్పష్టం చేశారు. "ప్రశ్నాపత్రాల్లోనే కాదు.. ప్రతీ దశలోనూ అనేక లోపాలున్నాయి. 750 మార్కుల పేపర్లలో 40శాతం తప్పులే. తప్పులు దొర్లిన మాట నిజమేనని ఏపీపీఎస్సీ ఇప్పటికే అంగీకరించింది. మరి ఇంకా విచారణ (వాదనల)ను కొనసాగించాలనుకోవడం ఎందుకు? రద్దు చేసి, మళ్లీ నిర్వహిస్తే.. నిరుపేద అభ్యర్థులకు న్యాయం జరుగుతుంది'' అని వారు విజ్ఞప్తి చేశారు.

గ్రూప్- 1 కేసును విచారిస్తున్న బెంచ్ ఎదుట బుధవారం అభ్యర్థుల న్యాయవాదులు ఎం.ప్రకాష్‌రెడ్డి, ఎం.రాంగోపాల్, కే.నారాయణ, రత్నారెడ్డి వాదనలు వినిపించారు. "ఏదైనా పరీక్ష నిర్వహించి, ఫలితాలు వెల్లడించాక ఆ ప్రక్రియలో రహస్యాలు ఉండాల్సిన అవసరం లేదని సుప్రీంకోర్టు 'ఇన్‌స్టిట్యూట్ ఆఫ్ ఇంజనీర్స్' కేసులో స్పష్టం చేసింది. మరి ఏపీపీఎస్సీ మాత్రం తప్పుల తడకగా పరీక్ష నిర్వహించింది. పైగా మూల్యాంకన విధానం, అందుకు ఇచ్చిన గైడ్‌లైన్స్ ఏమిటి? అనేవి చెప్పమంటే.. రహస్యం(కాన్ఫిడెన్షియల్) అంటోంది. ఇదేం తీరు?'' అని వారు ప్రశ్నించారు.

గ్రూప్-1 మెయిన్స్ 5 పేపర్లలో ఇప్పటి వరకు లేవనెత్తిన తప్పులతో పాటు.. కొన్ని కొత్త తప్పుల్ని కూడా వారు బెంచ్ దృష్టికి తెచ్చారు. "ఇంగ్లీషు, తెలుగు పేపర్ల మూల్యాంకనం కోసం చేత్తో రాసిన మార్గదర్శకాల నోట్ ఇచ్చారు. అధికారికంగా ఇచ్చే నోట్‌ను ఎక్కడైనా చేతిరాతతో ఇస్తారా? అది కూడా ఏ అధికారి సంతకం లేకుండా! పేపర్ -5 ప్రశ్న 15(ఏ) అర్థం కాలేదని, అందుకే మార్కులు తక్కువ వచ్చాయని సెలెక్టయిన అభ్యర్థులే ఫిర్యాదు చేశారు. చాలా ప్రశ్నలు అసలు అర్థం కాని తెలుగు మీడియం వాళ్ల పరిస్థితి ఏమిటి?'' అని పేర్కొన్నారు.

"ప్రశ్నపత్రంలో.. 'ప్రతి సంవత్సరం మారుతున్న సాంకేతికత వల్ల.. మానవ సంబంధాలు తగ్గుముఖం పడుతున్నాయి' అని ఓ స్టేట్‌మెంట్ ఇచ్చారు. అది ప్రశ్నా? లేక దానిపై అభిప్రాయం చెప్పాలా? విశ్లేషించాలా? అనేదానిపై స్పష్టత ఇవ్వలేదు'' అని అన్నారు. అభ్యర్థుల పరిస్థితిని అర్థం చేసుకుని పరీక్ష మళ్లీ నిర్వహించేలా ఆదేశాలివ్వాలని ట్రిబ్యునల్‌ను కోరారు. ఈ వాదనల అనంతరం జస్టిస్ యతిరాజులు స్పందించారు.

"పేపర్లు ఎలా దిద్దారనేది తెలియాలని అభ్యర్థులు అడుగుతున్నారు. మీరేమో ఎగ్జామినర్స్‌కు మార్గదర్శకాలు ఇచ్చామంటున్నారు. కొన్ని మాకు అందజేశారు. మరి వాటిలో ఏది రహస్యం? ఏది కాదు? ట్రిబ్యునల్‌కు ఇచ్చిన వివరాలు అభ్యర్థులకు ఇవ్వొచ్చు కదా!'' అని పేర్కొన్నారు. అనంతరం నాన్ జ్యుడీషియల్ సభ్యుడు ఏకే గోయల్ కల్పించుకుంటూ.. "గందరగోళానికి గురిచేసిన ప్రశ్నలకు అభ్యర్థులు ఎలా జవాబులు రాశారో తెలుసుకునేందుకు మార్కుల పట్టిక ఇమ్మన్నాం.

దానికి మీరెందుకు అంత ఆవేదన చెందుతున్నారు. ఏపీపీఎస్సీ ప్రభుత్వ సంస్థ, అలాంటపుడు పరీక్ష నిర్వహణ ప్రక్రియలో రహస్యాలెందుకు? మార్కులను పట్టిక రూపంలో ఇవ్వండి'' అని ఆదేశించారు. దాంతో ఆ మార్కులను అందజేస్తామని ఏపీపీఎస్సీ అదనపు అడ్వొకేట్ జనరల్ కృష్ణమూర్తి చెప్పారు.

గ్రూప్-1 కేడర్‌లో 210 పోస్టుల భర్తీకి 2008లో నోటిఫికేషన్ ఇవ్వగా 2011 సెప్టెంబర్ 25- అక్టోబర్ 3 తేదీల మధ్య మెయిన్స్ నిర్వహించారు. ప్రశ్నపత్రాల్లో తెలుగు మీడియంలో అనువాద దోషాలొచ్చాయి. మళ్లీ పరీక్షలు నిర్వహించాలని కొందరు అభ్యర్థులు ట్రిబ్యునల్‌ను ఆశ్రయించారు. ఇంటర్వ్యూలు ఆపాలని ట్రిబ్యునల్ ఆదేశించినా హైకోర్టు అనుమతి పొంది ఇంటర్వ్యూలు ముగించేసి పోస్టులకు ఎంపికైన 206 మంది పేర్లతో తుది జాబితాను ప్రకటించి అంతా అయిపోయిందని ఏపీపీఎస్సీ చేతులు దులుపుకొంది.

అలా ఎంపికైన అభ్యర్థుల్ని తానే 'మూడో పార్టీ'ని చేసి పిటిషనర్లపైకి ఉసిగొల్పింది. ఇంటర్వ్యూలో ఇంటిముఖం పట్టిన మిగతా 211 మంది పిటిషన ర్లతో జత కలిసి మద్దతు ప్రకటించారు. పోస్టులకు ఎంపికైన 206 మందిని ప్రతివాదులుగా చేరుస్తూ పిటిషనర్లు ఇప్పటికే రూ. 1.5 లక్షలతో పత్రికా ప్రకటనలు ఇచ్చారు. ఇందులో లక్ష రూపాయల్ని ఇంటర్వ్యూల్లో ఎంపికకాని 211 మంది అభ్యర్థులు భరించినట్లు తెలుస్తోంది.

ప్రశ్నపత్రాల్లో తప్పు తేలితే పరీక్ష మొత్తం రద్దవుతుందని హైకోర్టు గతంలో వ్యాఖ్యానించింది. అనువాద దోషాలు నిజమేనని ఏపీపీఎస్సీ కూడా కౌంటర్ అఫిడవిట్‌లో అంగీకరించిన నేపథ్యంలో ట్రిబ్యునల్ వెలువరించబోయే తీర్పుపై సర్వత్రా ఉత్కంఠ నెలకొంది. వ్యతిరేకంగా తీర్పు వచ్చిన వర్గం పైకోర్టుకు వెళ్లడానికి సిద్ధమైంది. వివాదం చివరికి సుప్రీం దిశగా కదులుతోంది. ఇ ది పరిష్కారం కానిదే అభ్యర్థులకు నియామక పత్రాలందవు.

గ్రూప్-2 రూటు ఇదీ
2008 గ్రూప్-2 నోటిఫికేషన్‌కు సంబంధించి 2011 అక్టోబర్ 15, 16 తేదీల్లో పరీక్షలు జరగ్గా 1020 పోస్టులకు గత నెల 30న ఫలితాలను ఏపీపీఎస్సీ విడుదల చేసింది. పరీక్ష ముగిసి ఐదు నెలలు దాటినా 'కీ' విడుదల చేయలేదు. గ్రూప్-2 మూడు పేపర్లలో అనువాద దోషాలు, పొంతనలేని జవాబులున్న ప్రశ్నలు దాదాపు 10 ఉన్నాయి. పది మార్కులంటే చాలా కీలకం. వీటికి మార్కులు కలిపారో లేదో తెలియక.. అభ్యర్థుల్లో గందరగోళం నెలకొంది.

ఇక.. వైట్‌నర్ ఉత్పాతాన్ని ఊహించడంలో కమిషన్ విఫలమైంది. వైట్‌నర్ వాడినవారిని అనర్హులుగా ప్రకటించాలంటూ కొందరు హైకోర్టును ఆశ్రయించారు. వైట్‌నర్‌ను గుర్తించే సాఫ్ట్‌వేర్ తమవద్ద లేదని, ఈసారికి వదిలేయాలని కోర్టులో కమిషన్ ప్రాధేయపడి.. నవ్వులపాలైంది. మరిక ఈ కేసు ఎప్పటికి తేలేనో! గ్రూప్-2 నోటిఫికేషన్ వెలువడిన 2008 డిసెంబర్ 31 నాటికి ఖాళీగా ఉన్న మరో 477 ఎగ్జిక్యూటివ్, 111 నాన్-ఎగ్జిక్యూటివ్ పోస్టుల్ని కూడా ఇందులోనే కలిపి భర్తీ చేయాలని కొందరు వేసిన పిటిషన్‌పై తీర్పును ట్రిబ్యునల్ వాయిదా వేసింది.

తీర్పు ఈ నెలలో ఎప్పుడైనా రావచ్చు. భర్తీ చేయాలని ట్రిబ్యునల్ ఆదేశిస్తే ఏపీపీఎస్సీ అందుకు సిద్ధపడక తప్పదు. ఒక వేళ ట్రిబ్యునల్ తీర్పు అభ్యర్థులకు వ్యతిరేకంగా వస్తే తాజాగా ఇంటర్వ్యూ చేసిన అభ్యర్థులను మళ్లీ పిలిపించి పోస్టు ప్రిఫరెన్స్ జాబితాలు తీసుకోవాలి. అలా చూసినా జాప్యం తప్పదు.

జేఎల్ .. రేపటి తలనొప్పి !
జూనియర్ లెక్చరర్ల పోస్టుల భర్తీకి నిర్వహించిన పరీక్షల ఫలితాలు ఈ నెలాఖరులోగా విడుదలకానున్నాయి. జేఎల్ జనరల్ స్టడీస్ ప్రశ్నపత్రంలో 150 ప్రశ్నలకు గాను 30 ప్రశ్నల్ని తెలుగు మీడియం అభ్యర్థులకు కూడా ఇంగ్లీషులోనే ఇచ్చేశారు. మరో 35 ప్రశ్నల్ని సగం తెలుగు, సగం ఇంగ్లీషులో ఇచ్చారు. దీనిపై అభ్యర్థులు కమిషన్‌కు వినతులు పంపగా.. ఓ కమిటీ వేశామని, అందరికీ న్యాయం చేస్తామని చెప్పింది. కమిషన్ ఏం చేస్తుందో ఎవరికీ తెలియదు. అభ్యర్థులు మాత్రం పరీక్ష ఫలితాలు చూసి కోర్టుకు వెళ్లాలనుకుంటున్నారు.

కమిషన్‌ను నమ్మని కోర్టులు
గ్రూప్-1 మెయిన్స్, గ్రూప్-2 పరీక్షల విషయంలో ఏపీపీఎస్సీ వైఖరిని, చెబుతున్న మాటల్ని న్యాయస్థానాలు విశ్వసించట్లేదు. గ్రూప్-1లో 150 మంది పిటిషనర్ల సమాధాన పత్రాలను తమకు సమర్పించాలని ట్రిబ్యునల్ ఆదేశించింది. వాటిని తామే పరిశీలిస్తామని, మూల్యాంకన మార్గదర్శకాలను పాటించారో లేదో తామే «ద్రువీకరిస్తామని ట్రిబ్యునల్ పేర్కొంది. ఇప్పుడు గ్రూప్-2లోనూ ఇంటర్వ్యూలకు ఎంపికైన 1200 మంది సమాధానపత్రాలను తమకు సమర్పించాలని హైకోర్టు ఏపీపీఎస్సీని ఆదేశించడం చర్చనీయాంశమైంది.
